Dear colleagues! We are very pleased to report on the most important for the theory and technology of error-correcting coding events, the occurrence of which our scientific school so actively waited and comprehensively prepared.
We list briefly the most important for the theory and techniques of coding events that we waited in the autumn of this year 2018.
First of all, this publication in Russia with the support of RFBR our monograph «Coding Theory as a Problem of Global Extremum Search». This monograph presents a complete solution for the main problem of the digital world, set 70 years ago (Oh, such an Anniversary!!!) in the article of the great Claude Shannon «Mathematical theory of communication». The new theoretical and applied results stated in this book testify that our scientific school really solved this most grandiose problem on relevance and complexity for all four main classical channels which are traditionally considered in the theory of coding. With the minimum possible linearly growing volume of computations with the length of the codes, our multithreshold decoders (MTD) and other related methods solved the problem of a highly reliable, practically coinciding with the optimal (with the exhaustive searching!) decoding in almost the entire area of code rates R, smaller than the channel capacity C, i.e. at R≲C. And the area in the immediate vicinity of the capacity C, in which our algorithms are not yet working, continues to gradually narrow.
Of course, given the fact that the capacity C has, as well as the speed of light for material bodies, the property of absolute elasticity, i.e. it is fundamentally unattainable, the problem of achieving equality R=C us and is not put. Nevertheless, some small advance of the boundaries of the effective work areas of our algorithms to the main channels capacity we can still, apparently, implement. We propose you to evaluate the success of the Optimization Theory (OT) of error-correcting coding and the characteristics of new specific algorithms presented in the monograph and at our network portals.
But even more important event of autumn, probably, will be our book «Coding Theory as a Simple Optimal Decoding near Shannon’s Bound», which is planned to be published in English by Moscow publishing house «Hot line — Telecom» in this anniversary year of the 70th anniversary of the article «Mathematical Theory of Communication». We are still waiting for its release in late autumn. We else need to perform a large amount of work that will allow us to present it to our foreign readers in the most informative form.
But even now we are happy to provide you with some important fragments of our future publication. This is an appeal to the readers of the English edition of our book, the Preface of the scientific editor, introductory remarks of the author, the actual introduction to the book, as well as its Conclusion.
By the way, we are sure that you are familiar with our previous monograph on codes published in ITU in 2015, the anniversary for this respected international organization:

First, we are making great efforts to ensure that our book «Coding theory as a simple Optimal Decoding near Shannon’s Bound» would be freely available to all its highly professional readers. Yes! We believe that it must be «free of charge». Our Optimization Theory (OT) of error-correcting coding should have taken its rightful place in the modern information theory long ago.
So wait for news! And we will try very hard to realize our intentions and provide the digital information community with the latest scientific results, which, as we are sure, will become the basis of new high achievements of specialists in the field of information technology.
And secondly, we want to create for everybody favorable conditions for the modern coding theory study. We are looking for opportunities to ensure that our book published in ITU, would be freely available to all professionals also. This is a very difficult task, but we will try to achieve it.
